docs: point the ask list at the bootstrap writeup
there is no TASKLIST file, so this goes in ASKLIST.md, which is the task list.
adds a follow-up section ahead of the transcript, since the bootstrap blockers
were found after that session closed rather than during it, and a row in the
grouped index linking docs/BOOTSTRAP-OWNERSHIP.md.
